Cowater implemented a large rural water supply project (1993-2000) in the Upper Regions of Ghana with a focus on sustainability and institutional change. Cowater introduced a system of community management of water sources, developed the capacity of the private sector to deliver water-related goods and services, reformulated the role of government institutions to policy and promotion rather than provision, and introduced water supply technologies that communities themselves can operate and maintain. Approximately 3,000 hand pumps were replaced or installed to serve approximately one million people.
