Timor-Leste Renewable Energy Roadmap

Cowater International is supporting the Government of Timor-Leste to chart a sustainable energy future through the development of a Renewable Energy Roadmap (RER) for the electricity sector. This initiative is funded by the New Zealand Ministry of Foreign Affairs and Trade (MFAT) under the Pacific Infrastructure Technical Assistance Fund (PITAF), in collaboration with the Ministry of Public Works and the Direééo-Geral para a Regulaééo dos Setores de Eletricidade, égua e Saneamento (DGREAS).
The RER is designed to accelerate the transition to renewable energy by providing a clear, cost-effective pathway to reduce dependence on imported petroleum products, lower greenhouse gas emissions, and deliver reliable and efficient electricity services. The roadmap will address both grid-connected and off-grid energy needs, promoting energy access for communities across Timor-Leste.
Developed through a participatory process with key stakeholders, the RER will serve as a strategic planning tool to attract public and private investment in the renewable energy sector. The project contributes to national goals for climate resilience, sustainable development, and inclusive energy access, ensuring that Timor-Leste is well-positioned to meet its future energy demands in an environmentally responsible and economically viable manner.
