To promote sustainable water and sanitation services, the Government of Mozambique approved its National Water Policy (NWP), and Rural Water Transition Plan (RWTP) to guide the transition process to a demand-responsive approach to the provision of basic services. Under the World Bank-funded First Water Development Project, Mozambiques National Directorate of Water contracted Sustém Consultores Lda. and Cowater for the provision of consultancy services in the formulation of a plan to communicate the NWP and RWTP throughout the country. The communication strategy ensured that the RWTP and NWP became known to stakeholders, as well as facilitated and promoted stakeholders participation in their implementation.
