As a member of a consortium of firms Cowater assisted the implementation of the Moving to a Medium-Term Budget Framework (MTBF) project, working with the Government of Pakistan to carry out key reforms and changes to its public expenditure process. Operating from 2007-2008, this project strengthened Pakistans ability to effectively forecast and allocate budgets, leading to improvements to the accountability and efficiency of public sector funds. Cowater work within the project consortium focused on several key activities: designing a communications strategy for the MTBF initiative, informed by an analysis of both governmental and non-governmental stakeholders; working to develop methodologies for government ministries to use during the preparation of their MTBF proposals; and the development of training materials to support these methodologies and processes for the budget units of these ministries.
