Cowater implemented this World Bank-funded, USD $170 000, project in 2002, working with Malawis Supreme Audit Institution to grow and strengthen its capacity as a public sector accountability institution. Despite a modest project budget and relatively short duration, Cowater was able to assist the National Audit Office (NAO) in launching impactful reforms and improvements in audit methodologies, an audit manual, a training needs assessment and strategy, and evaluations with recommendations in areas such as human resources and organizational development and IT needs. The project supported a review and recommendations relating to audit legislation as well as improvements to the relationship between the NAO and the Public Accounts Committee, the Parliamentary Committee responsible for reviewing the NAOs audit reports.
