Working with a total of 11 Tanzanian Line Ministries from 2002-2005, Cowater successfully implemented this USD $1.29 million public sector reform and institutional strengthening project. Within the context of a broad public service reform initiative by the Government of Tanzania, Cowaters project implemented a Performance Management System (PMS) in 11 government ministries. The PMS was designed to clarify and strengthen accountability between supervisors and sub-ordinates; hold staff to account for their performance in terms of outputs and outcomes; and allocate budgets on the basis of outputs rather than inputs. The project undertook comprehensive engagement with each Ministry during a planning phase, ensuring that the PMS had support and buy-in from amongst the civil service. The project team then worked with each Ministry to complete and roll-out their respective PMS, along with associated training, so that they could effectively prepare key PMS tools such as Self-Assessments, Strategic Plans, Service Charters, Annual Operating Plans, Performance Agreements, and M&E Systems.
