Development of a Budget Implementation Strategy Program

Through the delivery of this project Cowater supported the Technical Secretariat of the Reform Steering Committee through the delivery of three main objectives: 1) to present a strategy and site plan to the Steering Committee; 2) to equip departments so they are able to switch their budget; and 3) to support six ministries in the development and presentation of their program budget. At the end of the study, the following results were achieved: (1) review and analysis of the decision adopting the harmonized framework of public finances reforms support program within the WAEMU, application guidelines (eg finance law, public accounting, budget nomenclature, for accounting purposes, etc.) and teaching guides accompanying these guidelines; (2) diagnostics on the conduct of program budgeting reform program, in collaboration with the Steering Committee; (3) terminology based budgeting results and definition of related concepts.
