Deployment of the Standard Integrated Tax Administration System (SIGTAS)

Cowater implemented this three-year, CAD 1.4 million project (2000-2003) which aimed at deploying the Standard Integrated Government Tax Administration System (SIGTAS) for the Tax Administration of Kosovo (TAK). The objective was to modernize and computerize the operations of the TAK. This included the analysis of the countrys tax types, the analysis of the operations and of the organizational structure. The solution was deployed including full documentation, training to power users and post-implementation support. The outcome was to tailor SIGTAS to the most recent recognized revenue practises, draft a new set of procedures and instruction sheets supporting the operations, revise the declaration forms to ensure they support the computerization component of the project and build capacity by coaching a team of power users throughout the project (Business Analysts and Technical staff), training a team of trainers (to train in turn the end users) and to coach managers after the implementation to optimize the utilization of the new solution.
