Cowater provided technical assistance services to 20 vulnerable coastal municipalities in Southern Mozambique to mitigate the impacts of climate change and enhance local economic growth. This five-year project (2014-2019) addressed a critical need to enhance the financial and human resources of local governments to manage urban infrastructure and services and invest in new measures to adapt to climate change. It did so by focusing on increasing local capacity in the area of land administration and own-source revenue enhancement to finance and manage investments in municipal infrastructure. More specifically, Cowaters team provided the following services: Technical assistance, professional training and advice on urban planning and urban land management, including climate change adaptation measures; developing urban land planning and management instruments; assistance with the preparation of urban plans and land or environmental management instruments; strengthening linkages and coordination between urban planning priorities and own source revenue management by municipalities; TA on urban planning and land management; designing/updating systems and instruments for more effective and transparent administration and regulation of land occupancy and property registration; coaching and mentoring local authority finance staff to develop to manage municipal revenues more efficiently and transparently; developing practical manuals supporting the formulation and implementation by municipalities of tax and financial management instruments; and review of municipal taxation instruments and procedures.
