The overall objective of the Civil Society Facility South (CSFS) implemented by Cowater International (formerly Transtec) was to increase the engagement of civil society in the democratic process, both at national level and within the Southern Mediterranean region, and to stimulate a civil society-friendly environment and culture. Through this facility Cowater: conducted an analysis of the active CSOs in the region, their capacities and needs in regards to their contribution to policy dialogue, to promote national reform, increase public accountability and engage as stronger partners in implementation of the ENP objectives. Additionally, Cowater’s team strengthened CSOs capacity and supported cost-effective development of skills and cross-regional debate with CSOs; supported delivery of CSO action plans by targeted coaching and mentoring of networks and individual CSOs; provided on demand support to projects funded by the EC under the CSF; facilitated the creation of exchange and networking opportunities; and enhanced the recognition of civil societys role across the democratic process. The facility operates in Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, the Occupied Palestinian Territories, and Tunisia.
