The UPFI process included three steps: identification of projects, preparation of projects, and funding and monitoring of projects. As TA provider for the implementation and management of the Project Management Unit (PMU), Cowater mobilized and deployed expertise to provide technical assistance, technical follow-up and studies, monitoring and piloting technical assistance contracts; coordinated the activities of the partners of the Initiative; coordinated the implementation of the projects; supported the successful completion of contracts awarded; maintained the budget programme; launched tenders, executed technical assistance contracts; simplified and reviewed the operational and financial procedures of the UPFI Framework Agreement; controlled the accounting and program expenses; monitored the performance indicators; identified sustainable and innovative urban development projects in beneficiary countries; and provided the interface between the different partners concerned, while implementing the communication and visibility of the programme including creation of a website.
