The initiative was a multi-disciplinary evaluation study involving Pakistan-related services including special surveys and research methodologies. Cowater assembled a team of specialists, which included an anthropologist, an agricultural economist, a gender specialist, and a rural extension specialist. The project implemented public awareness strategies and campaigns; field visits and studies to collect current socio-economic data for target communities; comparisons of current situations and data to baseline data collected ten years earlier; and the preparation of an impact evaluation. The project received widespread readership both within Pakistan and amongst professionals in the irrigation and drainage field globally. Ten years later, the agency funded a follow-up socio-economic impact study.
