Domestic Revenue Mobilisation Project (PAMORS)

PAMORS was based on a program approach comprised of 12 action areas focusing mainly on strengthening services and capabilities within the Tax Administration. The program specifically aimed to enhance the capacity of internal staff in monitoring, verification, collection, management projections, all strongly supported by specific actions on change management and integration between different departments in the interrelation within the administration and greater integration between custom systems and tax management systems. All technical work was supported by specific actions on change management as well as interfacing the tax administration system (SIGTAS) with that of customs, also a key priority of PAMORS. Additionally, supplementary activities to enhance capacities and features provided by the integrated tax management system, SIGTAS (implemented previously in Senegal by Cowater), were undertaken, thus further enhancing Senegals ability to mobilize domestic revenue.
