Strengthening Comptrollership and Oversight of Public Expenditure (SCOPE) Project

Cowater implemented the SCOPE project with the Office of the Comptroller and Auditor General (OCAG), Bangladeshs Supreme Audit Institution. Cowater carried out an extensive training program encompassing a needs assessment, curriculum development, in-house classroom training, on-the-job training, and study tours in addition to the development and roll-out of specialized and customized audit management software called Audit360. Developed to meet the particular needs of public sector audit institutions such as OCAG, Audit 360 was designed to significantly improve efficiency in audit planning, execution and management for OCAG. The capacity of OCAG staff was enhanced with regards to information management and IT, including training in auditing in an IT environment, the use of Computer Assisted Audit Techniques and Electronic Working Papers, and arranging for external IT training and certification. SCOPE also strengthened communication and relationships between OCAG and Parliament as well as other stakeholders.
