The Social Protection, Inclusion and Gender Equality (SPRING) Program is a five-year initiative (20242029) led by Cowater International in partnership with the Government of the Philippines and funded by DFAT. SPRING provides catalytic support across three focus areas: social protection, gender equality, and the inclusion of persons with disabilities and Indigenous Peoples. The program aims to transform social and economic outcomes by strengthening systems that reduce poverty and inequality, while advancing gender equality and inclusive development. SPRING is designed to be adaptive and responsive, enabling it to meet emerging human development needs and pilot innovative approaches that generate evidence for policy reform. Through a consortium model, SPRING leverages technical expertise from Development Pathways and CBM International, ensuring robust support for disability inclusion and social protection systems strengthening. The program also emphasizes cross-government collaboration, evidence-based learning, and inclusive governance to build sustainable, equitable outcomes for marginalized populations in the Philippines
