Kiribati Tobwan Waara 3 Programme and the Marine Training Institutional Strengthening Programme 5

Cowater International is the Managing Contractor of the Tobwan Waara Programme Phase 3 (TW3) and the Marine Training Centre Institutional Strengthening Programme Phase 5 (ISP5). Theéprogrammes have received long-termésupport and funding from New Zealand through theéMinistry of Foreign Affairs and Trade.éTW3 aims to continue to maintain and promote the sustainable management and development oféKiribati’sémarine resources while ISP5 aims to continue the institutional strengthening of the Marine Training Centre (MTC) and maintain MTC’s international standards as a world class maritime training provider. Both programmes will contribute to Kiribati’s economic resilience, enhance workforce readiness, and inclusive social development in Kiribati.
Tobwan Waara Programme Phase 3 (TW3):
Cowater is responsible for the procurement and management of a dedicated Programme Manager and a team of short-term technical advisors to implement and advance the ékey result areas of the Ministry of Fisheries and Ocean Resources Strategic Plan 20242028. The programme supports the Government of Kiribatis overarching goal of maintaining a healthy marine resource base and promoting sustainable marine development that ensureséfood security and economic resilience for current and future generations of I-Kiribati. All programme activities are delivered in close coordination andécollaborationéwith the Ministry of Fisheries and Ocean Resources.
Marine Training Centre Institutional Strengthening Programme Phase 5 (ISP5):
Cowater is managing the procurement and oversight of a Programme Manager to lead the implementation of ISP5. New Zealand has supported the institutional strengthening of the Marine Training Centre since 1983, and ISP5 continues this commitment by helping Kiribati build a well-educated, skilled, and work-ready population. Delivered in partnership with the Marine Training Centre and the Ministry of Employment and Human Resources, ISP5 focuses on strengthening institutional capacity, aligning curricula with real-world needs, and improving graduate outcomes by equipping I-Kiribati to access quality seafaring jobs in the national and international labour markets.
